Are you talking about the peices you cut off or the hair still attatched to your head?
If you're talking about static, use a tiny amount of hairspray or gloss (for shine too) to keep hair in it's place. Styling products always help.
If you're talking about when you cut it off, this is one of the reason why we hairstylists cut the hair when it's wet and use a cape. If you want, cut your hair outside. But of course it's always best to have someone else do it anyway. Don't get it soaking wet- that makes it slip between your shear blades, just get it wet as if you just got out of the shower and "toweled" your hair a little.
Afterwards, use a lint roller (the sticky ones work GREAT) and if you're itchy, use some baby powder on your skin to help with the itch, or simply shower afterwards.
To clean the hair up, sweep, but also those new swiffer sweepers are great for getting static-y things, like hair and lint.

cut it while it's soaking wet. Cover yourself in a towel and make sure you have like a make up brush so you can brush it off yourself. This happens when i trim my hair, so when i cut it i make sure it drops to the floor (on a plastic bag for easy clean up) and it's wet, so clumps fall off and not flying hairs
